The New England Chapter of APWA proudly recognizes Tom Modzelewski as the Chapter’s 2026 “John Kiley” Member of the Year. The John Kiley Member of the Year is awarded to a chapter member who exemplifies the character and dedication of John Kiley; someone who has made outstanding contributions during the year in service to its members and the public works profession. These contributions further the Chapter’s mission to support those who operate, improve, and maintain public works and infrastructure through advocacy, education, and member engagement.

“Tom embodies what it means to be a public works professional,” said Patrick Yeo, Chair of the Awards Committee. “He, along with those recognized before him, gives everything to his community with enthusiasm and an unwavering commitment. Since joining the New England Chapter, Tom has played a key role in advancing the organization as a committee member, committee chair, director, educator, mentor, and supporter. His attention to detail and genuine demeanor bring stability and confidence to everything he touches within the Chapter. We are incredibly fortunate to have such an engaged and effective leader among us.”

Tom has been a member of the New England Chapter for 10 years and has taken on increasingly significant leadership roles as he has grown within the organization. He currently serves on the Executive Board as Connecticut State Director. He is the Chair of the Education Committee and the Spring Conference Committee, and he leads the Chapter Connects webinar series. Tom has also served as Co-Chair of the Awards Committee and contributed to the development of the Chapter’s recent Strategic Plan.

Outside of APWA, Tom co-instructs the Connecticut Green Snow Program for the UConn T2 Center.

Tom has spent the past decade with the Ellington Department of Public Works, where he advanced from Mechanic II to Lead Mechanic, Foreman, and Superintendent of Operations before being named Director.

In addition to his work with the Town, Tom enjoys camping with his family and participating in annual Doodlebug tractor pulls. He currently serves as President of the New England Doodlebug Association. He is grateful for the support of his wife and family, recognizing that a career in public service often comes with unique demands.

Tom’s commitment and contributions exemplify the spirit of service and excellence that this prestigious award represents.
