The New England Chapter of the American Public Works Association (NEAPWA) is proud to announce that Thomas J. Roy, Director of Public Works and Town Engineer for the Town of Simsbury, Connecticut, has been named one of APWA’s 2025 Top Ten Public Works Leaders of the Year.
This prestigious national recognition honors individuals who exemplify excellence in public works leadership and innovation. With more than three decades of service, Tom Roy has elevated the practice of municipal public works through his visionary leadership, technical expertise, and unwavering commitment to his community.
Under Tom’s leadership, Simsbury has become a model of municipal innovation, implementing cutting-edge pavement management strategies, award-winning snow and ice protocols, and sustainable infrastructure improvements. Notably, he earned the 2022 APWA Management Innovation Award for his groundbreaking operational solutions during the COVID-19 pandemic.
As the 2024 President of the New England Chapter, Tom revitalized the organization by launching a new five-state awards program, improving financial transparency, and enhancing regional engagement. His impact extends beyond Simsbury—mentoring future leaders as an adjunct professor, advancing public works through national presentations, and championing workforce development across New England.

Tom will be formally recognized during the APWA PWX Conference in Chicago, August 17–20, 2025.
