Tom Roy, PE, CEM, ENV SP, is the Director of Public Works for the Town of Simsbury, Connecticut, bringing over 30 years of dedicated experience to public works leadership. A dedicated member and Immediate Past President of the New England Chapter of APWA, Tom holds a Master's in Construction Management and a Bachelor's in Civil Engineering. His expertise spans municipal engineering, infrastructure development, and project management, underscored by a strong commitment to operational efficiency and community-focused solutions. As a key member of Simsbury’s Emergency Operations Center, he plays a vital role in disaster response and infrastructure resilience.
In addition to his role in Simsbury, Tom also serves as an Adjunct Professor of Civil Engineering at Central Connecticut State University, teaching and mentoring the next generation of public works professionals. Tom's career reflects a deep passion for building stronger, more resilient communities through effective public works practices.
