Richard "Chip" Barrett, PWLF has dedicated over 44 years to public service, making a lasting impact in public works and infrastructure management. A lifelong resident of Westford, Massachusetts, Chip’s career began as a Firefighter/EMT, Police Officer, and Water Commissioner before assuming the role of Highway Superintendent in 1991. Under his leadership, Westford’s road network grew from 75 to over 150 miles, with expanded responsibilities including bridges, dams, sewer systems, and storm response. Chip’s influence extends far beyond Westford. He has been an active leader in local, state, regional, and national public works associations, currently serving as President of the New England Chapter of the American Public Works Association (APWA). Nationally, he has served on APWA’s Emergency Management Committee and earned prestigious accolades, including APWA’s 2017 Professional Manager of the Year for Emergency Management and 2019 Top Ten Public Works Leader of the Year. His legacy continues through mentorship and advocacy in public works.
