Joshua Martineau serves as the Town Engineer and Director of Public Works for the Town of Barre, Vermont, where his work is rooted in protecting public safety, strengthening community resilience, and delivering reliable infrastructure for residents and businesses. He oversees municipal roads, bridges, water and sewer systems, winter maintenance, and capital improvement planning, with a strong focus on proactive asset management and long-term community needs.
With more than 15 years of experience in public infrastructure and transportation, Josh has held multiple engineering and project management roles with the Vermont Agency of Transportation, including Railroad and Aviation Project Manager, Railroad Crossing Engineer, and Bridge Inspector. His background provides a comprehensive understanding of how local, state, and federal partners collaborate to deliver safe and efficient transportation systems.
A key part of Josh’s professional commitment is emergency response and preparedness. In his public works role, he plays a critical part in emergency operations related to severe weather, flooding, winter storms, infrastructure failures, and other incidents requiring rapid coordination and response. He also serves his community as a fire department member, contributing firsthand experience in emergency response, incident management, and interagency coordination—bringing a practical, boots-on-the-ground perspective to public safety challenges.
Josh holds a Bachelor of Science in Architectural Engineering Technology from Vermont Technical College and is recognized for his collaborative leadership style, clear communication, and dedication to public service. As a member of the NEAPWA Board of Directors, he is committed to advancing the organization’s mission by promoting professional development, sharing practical knowledge, supporting emergency preparedness, and strengthening the public works profession across New England.
