John Bechard

With over three decades of experience in transportation and infrastructure development, John Bechard has played a pivotal role in shaping Massachusetts’ built environment. As the Deputy Chief Engineer of Project Development at MassDOT, he leads critical initiatives and is a significant contributor for the Commonwealth’s $1.5B Capital Delivery Program. Having worked in nearly all of Massachusetts’ 351 cities and towns, John’s expertise in project management, consensus-building, and public engagement is unparalleled. Before returning to MassDOT in 2018, John spent 26 years at VHB, honing his leadership in civil engineering. He previously served as President of the New England Chapter of APWA in 2023, strengthening partnerships across the region. Now a member of the Past Presidents Advisory Council, John continues to mentor emerging leaders and provide strategic insights to advance public works through collaboration and remains a respected leader in the industry.
