The New England Chapter of APWA’s annual scholarship program is one of the many ways we invest in the future of the public works profession and deliver meaningful value to our members and their families. These scholarships are designed to support students and professionals pursuing educational opportunities while also encouraging the next generation of public works professionals to explore careers that help keep our communities safe, functional, and resilient. Whether supporting the children of our members or individuals with an interest in entering the public works field, these programs reflect our commitment to workforce development and the long-term strength of our industry.

Each year, the Chapter proudly offers a variety of scholarship opportunities to help remove barriers to education and create pathways into the profession. We believe investing in people is one of the most important things we can do as an organization, both for today’s members and for those who may become tomorrow’s public works leaders.

The New England Chapter currently offers the following scholarship opportunities:

Timothy J. O’Leary Scholarship

The Timothy J. O’Leary Scholarship is awarded annually by the New England Chapter of the American Public Works Association to support students pursuing careers in public works and related disciplines. Established in honor of Timothy J. O’Leary, a dedicated public works professional known for his commitment to service and the advancement of infrastructure, this scholarship recognizes individuals who exemplify leadership, integrity, and a passion for improving communities.

Recipients are selected based on academic performance, character, and a demonstrated interest in the public works profession. The scholarship reflects the Chapter’s ongoing commitment to fostering the next generation of leaders who will contribute to the planning, development, and maintenance of essential public systems throughout the region.

George R. Crombie – Emerging Leaders Scholarship

The George R. Crombie Scholarship is awarded annually by the New England Chapter of the American Public Works Association to support the academic and professional development of students pursuing careers in public works and related fields. Named in honor of George R. Crombie, a respected leader and former Commissioner of the Massachusetts Department of Public Works, this scholarship recognizes individuals who demonstrate a strong commitment to public service, leadership, and the advancement of public infrastructure.

Recipients are selected based on academic achievement, character, and a demonstrated interest in contributing to the public works profession. The scholarship reflects the Chapter’s dedication to investing in the next generation of professionals who will design, build, and maintain the critical systems that support our communities.

Career Advancement Scholarship

The Career Advancement Scholarship is designed to support current public works professionals seeking to further their education, training, or professional development. This scholarship reflects the Chapter’s commitment to investing not only in future professionals, but also in those actively serving and advancing the public works industry.

Recipients are selected based on their dedication to the profession, demonstrated initiative in pursuing continued growth, and commitment to improving the quality and effectiveness of public infrastructure and services. The scholarship helps offset the cost of coursework, certifications, or other career development opportunities, empowering recipients to strengthen their skills and leadership within the field.
