Thomas Modzelewski is the Director of Public Works and WPCA Administrator for the Town of Ellington, Connecticut. With a strong background in public works, Tom joined the department in 2018 as Foreman and quickly rose through the ranks, becoming Superintendent of Operations in 2022 before being appointed Director in 2023. Under his leadership, the department is responsible for maintaining roads, stormwater systems, public buildings, parks, and waste management services, ensuring the town’s infrastructure operates smoothly.
Tom’s dedication to public service and operational excellence earned him recognition for Outstanding Achievement in Public Works by the New England Chapter of the American Public Works Association. As Connecticut Director for APWA New England, he is committed to advancing the profession and fostering collaboration among public works professionals.
